Jim Wells, CPA, Director Governor's Finance Office
Nevada Governor Brian Sandoval appointed Jim Wells Director of the newly formed Governor’s Finance Office on July 1, 2015. The Director also serves as the State’s Budget Director.

Mr. Wells served as Director of Administration for Governor Sandoval from March 2, 2015 to June 30, 2015 where he oversaw the State budget as well as the management of the human resources, grant management, information technology, purchasing, risk management, public works, buildings and grounds, internal audit, hearings and appeals, victims of crimes and library and archives divisions. The legislatively approved split of the Governor’s Finance Office, consisting of the budget and internal audit divisions, from the Department of Administration was effective July 1, 2015.

Prior to his appointment as Director of Administration, Mr. Wells served as Executive Officer for the State’s Public Employees’ Benefits Program (PEBP) for over four years managing the health care benefits for over 65,000 employees, retirees and dependents. Mr. Wells also previously served as the Deputy Superintendent for Administration and Finance for the Nevada Department of Education, the Chief Financial Officer for PEBP and the Chief Deputy State Controller. Mr. Wells has over 23 years of governmental accounting experience serving in various capacities with the State of Nevada, the University of Nevada, Reno and the city of Roanoke, Virginia.

Mr. Wells received a Bachelor of Science in Business Administration from the University of Nevada, Reno and is a Certified Public Accountant in the State of Nevada.
Paul Nicks, Deputy Director, Budget Division
Paul Nicks was appointed Deputy State Budget Director in November of 2017. He is responsible for collaborating with executive branch agencies to produce the Governor's Executive budget as well as working in partnership with senior state leaders on budget guidelines based on the Governor's priorities. Additionally, he oversees the day-to-day operations and management of the Budget Division. Prior to his appointment as Deputy Director, Mr. Nicks worked in the Budget Division as an Executive Branch Budget Officer II. Before beginning his employment with the State, Mr. Nicks worked in the aerospace and software industries where he oversaw a billion dollar budget and managed the resources for over 600 employees and lead his teams to many successes. Mr. Nicks received his Bachelor’s Degree in Managerial Economics and Master’s Degree in Business Administration from Central Washington University and the University of Washington respectively.
Steve Weinberger, CPA, Administrator, Internal Audits Division
Steve Weinberger was appointed Administrator of the Internal Audits Division in July 2012. A graduate of the University of Nevada, Reno with a degree in Accounting, Steve is also a Certified Public Accountant. He began his career with the State of Nevada in 1988 as a Senior Agent for the State Gaming Control Board, Audit Division and was promoted to Supervisor for the Tax and License Division. In 2008 he joined the Division of Internal Audits as Financial Manager where he was responsible for maintaining and updating State of Nevada Uniform System of Internal Accounting and Administrative Controls, training state agencies on internal controls, supervising the Post Review section, and performing special projects as assigned. As Administrator for the Division of Internal Audits, Steve oversees the auditing of executive branch agencies as well as the development and implementation of the Division’s audit plan, policies, and procedures. He is also responsible for staff who train, review and report to state agencies regarding compliance with State and federal laws, regulations, and internal controls.
